Peter R. Chiaracane, a long standing supporter of the futures industry, has passed away at age 63. Chiaracane had more than 20 years of experience in derivative and futures exchange operations, working at Credit Suisse, Bear Stearns and Dean Witter Reynolds in various senior roles.

Marex Solutions, the OTC derivatives division of broker Marex Spectron, has hired Matthew Gill to build out its London-based EMEA OTC metals team. Gill joins from Société Générale, where he worked for nine years covering base metal sales to corporate and financial institutions. He also worked for Natixis Commodity Markets for six years, servicing clients from the floor of London Metal Exchange. Before that he was an options broker at Man Financial. Gill reports to Eugene Faller, Marex Solutions’ head of commodities.

CFTC Chairman Heath Tarbert continues to add executive leadership staff to the agency, most recently with the appointment of Summer Mersinger as director of the Office of Legislative and Intergovernmental Affairs and Suyash Paliwal as director of the Office of International Affairs. Paliwal joined the agency from the Federal Reserve, where he was a policy analyst and aide to Randal Quarles, the Fed's vice chair for supervision. Prior to that, he worked on international arbitration cases at White & Case and Allen & Overy. Mersinger joined the agency from a government relations firm based in Washington. Before that she was deputy chief of staff for U.S. Sen. John Thune (R-S.D.).

Additionally, Daniel Gorfine, the CFTC’s first chief innovation officer and director of LabCFTC, left the agency to the private sector. Gorfine joined CFTC in 2017 to develop and lead LabCFTC, which focuses on promoting responsible fintech innovation, accelerating CFTC engagement with fintech and regtech solutions and ensuring that the agency has the tools and understanding to keep pace with modern digital markets. The CFTC’s Division of Market Oversight Director Amir Zaidi also stepped down from his post, and Vince McGonagle of the Enforcement Division and a former director of DMO will take over as acting director.  

The World Federation of Exchanges (WFE), an industry group for exchanges and CCPs, has appointed Pedro Gurrola-Perez as head of research. Gurrola-Perez joins from the Bank of England, where he led the Financial Market Infrastructure Directorate research team. He joined the Bank in 2013 from the UK Financial Services Authority. He will report to Nandini Sukumar, chief executive of the WFE. In the meantime, the group has appointed Bill Speth as interim head of research and then senior advisor to the CEO and head of research. Speth was previously senior vice president and global head of research of Cboe Global Markets, where he worked for 24 years before retiring in June. Gurrola-Perez is replacing Siobhan Cleary who is returning to university full-time.

TP Icap has appointed Michel Planquart as regional CEO for Europe, Middle East and Africa, Don McClumpha as regional CEO for Asia Pacific and Dawn Newsome as regional CEO for the Americas. All three positions are newly created with a remit to oversee culture, risk and governance and ensuring that the support and control infrastructure drives revenues across the business. Planquart was previously global head of customer relationship management at TP Icap. Before joining the interdealer broker, he held several senior positions at Citigroup and was most recently EMEA head of client executives within the bank’s Investor Services division. McClumpha was previously COO at TP Icap in Asia Pacific. Newsome joins from Nomura Securities, where she was managing director and CTO, global rates. Prior to Nomura, she worked at RBS and JP Morgan.

Cboe elected Fred Tomczyk to its board on July 30.  Tomczyk served as president and CEO of TD Ameritrade for eight years.  Cboe ranks No. 3 after NYSE and Nasdaq in terms of U.S. equity trading, with around 16% collective market share across its EDGA, EDGX, BYX and BYZ exchanges. In June, Cboe also hired Adam Inzirillo, a longtime veteran of U.S. equities trading, as senior vice president, head of U.S. equities in New York. Inzirillo served as head of order routing and execution products at Bank of America Merrill Lynch for nearly a decade and also served as a director of the Members Exchange (MEMX).

FIA Staff News

FIA has named Don Byron its head of global industry operations and execution. This senior position will be responsible for developing and implementing industry solutions relating to clearing operations, execution technology, cybersecurity, and market structure issues and will be the principal FIA liaison with the Divisions and Committees representing these issue areas.  He will be based in Chicago with global responsibilities.

“We are thrilled to welcome Don to this senior position managing our global operational and technology work,” said FIA President and CEO Walt Lukken in a statement. “We are fortunate that such an experienced manager with deep industry knowledge will be joining us.”

Byron comes to FIA from Fidessa/ION Markets in Chicago where he served as Product Manager for Fidessa’s derivatives global trading platform. Before that, he worked at Barclays Investment Bank in New York where served as a Product Manager within the Agency Derivatives Clearing product management group, before that he spent several years at Northern Trust within the Investment Outsourcing Division.
