Appointments, promotions and other people news in the derivatives industry

The London Metal Exchange has appointed David Warren as the chair of the board of LME Clear, its clearinghouse. Warren previously worked as the chief financial officer at both the London Stock Exchange Group and Nasdaq. He replaces Marco Strimer, who is stepping down as chair after three years in the role.  

The Chinese government has appointed Pan Gongsheng as the ruling party's top representative at the People's Bank of China. The appointment puts Pan, who has served as deputy governor since 2012, in position to succeed Yi Gang as the governor of the central bank. Since 2016, he has headed the State Administration of Foreign Exchange in addition to his role at the PBOC. Prior to joining the central bank, Pan worked at the Agricultural Bank of China and the Industrial Bank of China.

Tokyo Financial Exchange has promoted Takuo Hirota to president after current president Nobuyuki Kinoshita announced his intention to step down. Hirota has served as the exchange's chief risk officer and chief information officer. Before joining the exchange in 2011, he was a senior managing director at Mizuho Bank. As president, he will focus on revitalizing the exchange's interest rate futures and expanding its contracts for difference.  

Cboe Global Markets has announced five new senior leadership appointments: Megan Goett, Hatice Unal, Laura Fuson, Jodie Gunzberg, and Katherine Kirkpatrick

Megan Goett has been named senior vice president and chief marketing officer. Goett joined the exchange from Morgan Stanley, where she was global head of digital direct-to-consumer branding and design. Before that she worked in a similar role at JP Morgan Asset Management.

Hatice Unal has been named senior vice president of infrastructure. Unal brings over two decades of experience in electronic trading. Prior to joining Cboe, she served as managing director of technology infrastructure at Virtu Financial. Before that she was head of global technology infrastructure at ITG.    

Laura Fuson has been named vice president of futures, with responsibility for overseeing day-to-day operations of Cboe's futures business as well as identifying areas for growth. She joined from SG Americas Securities, where she served as director of prime services and clearing, platform sales and focused on sales to professional trading groups. 

Jodie Gunzberg has been named head of strategic partnerships. Her responsibilities include commercial relationships with index providers. She previously worked at CoinDesk Indices, where she was managing director and pioneered digital asset industry classification and index development. Prior to that role, she worked at Morgan Stanley Wealth Management as chief investment strategist, and at S&P Dow Jones Indices as managing director.

Katherine Kirkpatrick has been named chief legal officer of Cboe Digital, the division formed through CBOE's acquisition of ErisX. She will oversee legal support for the division's trading and clearing venues. Previous positions include general counsel for Maple Finance, a blockchain-based lending platform, and partner at the law firm of King & Spalding.  

Former regulator Heath Tarbert is leaving Citadel Securities to join Circle as chief legal officer and head of corporate affairs. He will be responsible for all legal and compliance matters at the global fintech firm, which helps businesses use digital

currencies and public blockchains for payments, commerce and financial applications worldwide. Tarbert was the chief legal officer at Citadel. Before that, he served as the chairman of the US Commodity Futures Trading Commission from 2019 to 2021 and as the acting secretary for international affairs at the US Treasury from 2017 to 2019.

James Kirk, Liquidnet’s co-head of trading for EMEA, has departed after spending the last two years in the position. Kirk first joined Liquidnet as an equity trader in February 2015 after also previously serving in a similar role at BTIG. He also previously held senior positions at ConvergEx Group as vice president, and RBS as European head of agency portfolio trading. 

CIBC Capital Markets has appointed Michael Saunders as executive director of its global markets funding desk at the firm’s New York office. Saunders brings over a decade of experience at BNP Paribas, where he was head of agency lending for the Americas within the firm’s Securities Services business.  

Barclays has appointed two new co-heads of G10 FX trading – Torsten Schöneborn and Jerry Minier. They will be based in London and will report to Michael Lublinsky, global head of macro.

Schöneborn joins Barclays from BNP Paribas where he was the global head of BNP’s electronic platform and global head of quant prime broking. Prior to his time at BNP, Schöneborn spent a decade at Deutsche Bank, where he was global co-head of electronic equities and head of eFX spot quant trading. Minier was previously the head of FX options trading at Barclays. 

SIX Swiss Exchange has brought in Alexandra Roby to serve as the head of equity sales for UK and Ireland. Roby recently spent the last two and half years at Berenberg as a senior electronic trader and worked as an electronic trader in Goldman Sach’s securities division before that. She will take over the role previously held by Jennifer Hlad.

The Bank of International Settlements has appointed Maha El Dimachki as the new head of the organization's innovation hub in Singapore, starting in October. The Singapore innovation hub was established in 2019 and has focused on central bank digital currencies, technology applied to supervision and regulation, and next-generation financial market infrastructure. Dimachki currently works at the UK's Financial Conduct Authority leading a team that supports start-up firms. Previously, she headed the FCA's payments department and served as the chief payments officer of Pay.UK, the country's operator of retail interbank payment systems. Prior to her work at FCA, she held various senior positions at commercial banks.  

Christy Goldsmith Romero, a commissioner at the Commodity Futures Trading Commission, has hired Scott Lee as senior counsel and policy advisor. Lee rejoins the CFTC from the US Securities and Exchange Commission, where he worked in the Division of Investment Management. Prior to the SEC he served at the CFTC in the Office of Chief Counsel, and as counsel to US Congresswoman Mazie Hirono (D-Hawaii).

Former CFTC commissioner Mark Wetjen is now a senior adviser at Patomak Global Partners, a Washington-based consulting firm, working with clients on policy, regulatory, and compliance matters. Previous positions include head of policy and regulatory strategy at FTX US, director at LedgerX, and head of the futures division of MIAX. 

Former CEO of Genesis Global Capital Michael Moro announced that he will serve as CEO at Ankex, a new cryptocurrency derivatives exchange. The platform will allow users to keep custody of their assets in a decentralized manner while providing elements familiar to professional traders such as a central limit order book. Moro worked at Genesis since 2015 and spent over six years at SecondMarket, Inc before.

Two companies involved in capital markets technology have merged, leading to changes in their executive leadership. Finsemble and Glue42, which competed in providing software that allows trading desks to integrate desktop applications, announced a merger in June.  Leslie Spiro, the chief executive officer of Glue42, will serve as the CEO of the new company, called interop.io. Dan Schleifer, the CEO of Finsemble, will serve as the company’s president. 

Trading Technologies International, Inc. (TT), has appointed Tomo Tokuyama to lead its new foreign exchange (FX) business unit, TT FX,. Tokuyama served as head of training at Los Angeles-based First Quadrant, LLC for more than a decade. Prior to joining First Quadrant, Tokuyama worked at Goldman Sachs in Tokyo and Hong Kong as a member of the Macro Asset Sales team.
