The Commodity Futures Trading Commission has announced Stephen Andrews and Jordan Minot as deputy general counsel for regulation and litigation, respectively. Andrews joins the CFTC from the US Senate, where he previously served as general counsel to Senator Josh Hawley. Minot joins from the Virginia Attorney General’s Office, where he served as assistant solicitor general and senior assistant attorney general.
The Securities and Exchange Commission has appointed David Woodcock as director of the Division of Enforcement, effective 4 May. Sam Waldon will continue to serve as acting director until then. Woodcock joins from Gibson, Dunn & Crutcher, where he was a partner and chair of the firm’s securities enforcement practice group. He previously served at the SEC as director of the Fort Worth regional office from 2011 to 2015. He will succeed Judge Margaret Ryan as the agency’s top enforcement official following her departure last month.
Brett Redfearn, former director of the SEC’s Division of Trading and Markets, has been appointed president of tokenization firm Securitize and will join its board of directors. Redfearn founded Panorama Financial Markets Advisory and previously served as head of capital markets at Coinbase Global. He led the SEC’s trading and markets division from 2017 to 2020, overseeing key market structure rulemakings. Earlier in his career, he spent 14 years at JP Morgan, most recently as global head of market structure for the corporate and investment bank.
The Depository Trust & Clearing Corp. has appointed four new members to its board of directors: Roland Chai, Massimiliano Ciardi, Stephen Hood and Georges Lauchard. Chai is president of European markets and head of digital assets at Nasdaq. Ciardi is the global treasurer at Citadel. Hood is the Americas head of clearing at Marex, and Lauchard is chief operating officer of Barclays Investment Bank, leading technology, operations and controls.
Nodal Clear has appointed Demetri Karousos as chief executive officer and Huan Zhang as president, effective 1 May. Karousos will remain president and chief operating officer of Nodal Exchange, while Zhang will continue as chief risk officer of Nodal Clear. Karousos joined Nodal Exchange in 2008 and has served as president and COO of Nodal Exchange and president of Nodal Clear since 2022, having previously held the role of chief risk officer. Zhang joined the company in 2009 and has led risk at Nodal Clear since 2022, playing key roles in its development. Paul Cusenza, who has led Nodal Clear since its inception, will remain chairman of the board of Nodal Clear and will continue as CEO and chair of Nodal Exchange.
TMX Group has appointed Karen McMeekin as president of the Canadian Derivatives Clearing Corp. and co-head of post-trade services. She reports to Luc Fortin, president and CEO of TMX Global Markets and Post Trade. McMeekin brings more than 25 years of experience at Montréal Exchange, most recently serving as president of its regulatory division. She previously held roles including interim vice-president and chief regulatory officer, and director of strategy and regulatory outreach.
Karen Christiansen has retired from Cboe Global Markets, where she most recently served as senior director, North America derivatives compliance. Christiansen spent more than two decades at Cboe, holding a range of senior compliance and regulatory roles, including director of compliance; vice president of regulatory analysis and operations; vice president of regulatory services; and Cboe Futures Exchange chief regulatory officer. She began her career at the Chicago Board of Trade.
Citi has promoted Srinivas Manthripragada to global head of finance technology. Manthripragada has been with Citi for more than 25 years and most recently served as global head of prime services technology.
Scotiabank has appointed Joseph Logozzo as managing director and head of futures and clearing solutions. Logozzo joins from DTCC, where he most recently served as executive director, global account management. Previously, he held roles at Barclays Corporate & Investment Bank.
Murray Pozmanter has been appointed board advisor for ICE Clear Credit. Pozmanter is the founder and principal of Harborview Market Advisory and previously served as president of clearing agency services and head of global business operations at DTCC.
Keo Lukefahr has joined Exxon Mobil as head of North America power and gas trading, based in Houston. Lukefahr joins from Phillips 66, where she served as head of global cross-commodity derivatives trading. She previously held senior roles at Aramco Trading and Motiva Enterprises, leading derivatives and renewables trading. Earlier in her career, she held trading leadership roles at PetroChina and BP, focusing on North American gas and power markets.
OSTTRA, a post-trade services provider, has appointed four senior executives to its leadership and product teams: Nathan Ondyak as chief commercial officer, Peter Altero as chief business development officer, Chris Licini as buy-side strategic relationship manager, and Christian Kjaeldgaard as product design director. All four join from the London Stock Exchange Group, where they held senior roles within the post-trade division. Ondyak most recently served as CEO of LSEG Post Trade Services, while Altero was North America head of TradeAgent, SwapAgent and Quantile. Licini focused on building buy-side client relationships, and Kjaeldgaard worked on SwapAgent and, previously, MarkitWire product development.
ClearToken, the digital financial market infrastructure provider, has appointed Fernando Cerezetti as chief risk officer of its subsidiary, ClearToken CCP Limited. He joins from ICE Clear Europe, where he served as head of model risk management, data and governance. Earlier in his career, he was a risk advisor at the Bank of England and held quantitative and risk roles at B3 (formerly BM&F BOVESPA).
Data vendor BMLL has appointed Kevin Barrett as senior sales director, listed derivatives, joining the company’s US team. Barrett joins from Quantitative Brokers in New York, where he served as a buy-side futures sales specialist. Earlier in his career, he held quantitative research, portfolio management and trading roles, focusing on global futures and spot FX.
Digital asset treasury company Canton Strategic Holdings has appointed Angela Radkowski as chief operating officer. Radkowski joins from DRW, where she served as operations strategy lead in the Office of the COO. She previously held roles at Citadel within the COO team, supporting treasury engineering.
Law firm Seward & Kissel has appointed Jack Habert as a partner in its investment management practice, focusing on derivatives. He joins from Jefferies Financial Group, where he served as in-house counsel supporting the firm’s swap dealer and investment advisory businesses. Earlier in his career, Habert spent nearly two decades in private practice and also worked at the US Securities and Exchange Commission, where he contributed to rulemaking efforts under the Dodd-Frank Act.
